Rules and Laws
All changes to our rules are approved by our Commissioners. The Commission normally meets the second Thursday and Friday of each month. Approximately two weeks before each meeting, a meeting agenda is posted on our website outlining what topics will be discussed at the meeting. Text of proposed rule changes and explanations of each change are posted with the Friday agenda. Commission meetings are open to the public.

Proposed rule changes are discussed at Commission meetings.
Proposed rule changes are generally discussed at three monthly Commission meetings. At the first meeting rules are “Up for Discussion and Possible Filing;” the second meeting “Up for Discussion;” and the third meeting “Up for Final Action.” When rules are Up for Final Action, the Commission may choose to adopt the rules, hold them over for further discussion, or completely remove them from the agenda.
How you can comment on a proposed rule change.
Commission meetings are open to the public. If you have comments regarding the proposed rule change, you are encouraged to attend the Commission meeting and address the Commission in person. If you are unable to attend the meeting, please send your comments in writing and they will be forwarded to the Commission for consideration. Send comments to:

What is a Study Session?
Study Sessions are held Thursday mornings of each Commission meeting. Study Session agendas are linked to Thursday’s Commission meeting agenda. Study Sessions provide an opportunity for staff and stakeholders to get together and discuss current issues, such as proposed rule changes before they are discussed by the Commission and legislative updates. Proposed rule changes are linked to the Study Session Agenda so you may review them prior to the meeting. Licensees and the public are encouraged to attend.
