Between 2000 and 2003, the Commissioners had
received an increasing number of questions about charitable/nonprofit
gambling activities. Furthermore, although gambling has increased
overall in the state, the charitable/nonprofit segment has
decreased. Some bingo operations have had difficulty meeting the
minimum returns required to the organizations. There have also been a
series of rule changes--dealing with these minimum returns, as well as
other operational and accounting standards, types of pull-tab games,
etc.
In the fall of 2003, the Commissioners decided to have a more
comprehensive research report done of charitable/nonprofit gambling.
Sally Perkins, of Practical Solutions, was selected as the contractor
to complete this report. Ms. Perkins' report is available below.
In the report, Ms. Perkins made several recommendations. Commission staff met with the industry to
gather additional input about some of these.
